Severe weather warning: Communicating danger and disaster

Recent extreme weather conditions have highlighted just how susceptible many of us are to the elements. What are the risks associated with severe weather such as flooding, high winds or cold snaps? How can we best communicate these risks to different communities? Who is ultimately responsible for ensuring that the messages have been heard and understood?
